The summary above is second-hand. This part is ours: network measurements taken in Belarus by volunteer probes, which say what is actually reachable rather than what the law says.

Confirmed means a block page was served or a DNS answer pointed somewhere it demonstrably should not. Anomalies looked wrong but could not be proven, and ordinary network trouble produces those too — which is why the two are not added together here or anywhere else on this site.
Do not read the low confirmed figure as light censorship. In Belarus only 0.00% of measurements could be proven blocked while 7.1% came back anomalous, and that gap is about technique, not severity. A censor that answers with a block page leaves proof; one that silently drops or resets the connection leaves an anomaly that looks much like ordinary network trouble. The second is not less blocking — it is blocking that is harder to demonstrate, and it is the approach the more sophisticated filtering systems take.
